4. כוח לתת תוקף להודעות שניתנו לפי כלל 2
תיקון: תשט״ז
פעל אדם כל שהוא מתוך הפרת כל הוראה כל שהיא של כל הודעה שניתנה לפי כלל 2 מכללים אלה או חדל מלמלא אחריה, רשאי המנהל הכללי של משרד החקלאות [במקור: מנהל החקלאות] או אדם כל־שהוא שהרשאו בכתב בעניין זה, או כל בודק צמחים, להכנס אל קרקע כל שהוא, ולנקוט, בלא לפגוע בתביעה משפטית אחרת כל־שהיא שיהיו רשאים להגישה נגד אדם כזה, באותם אמצעים שיהיה צורך בהם כדי להוציא לפועל את ההודעה, וכל אדם ואדם יתן לו את כל ההקילות במילוי תפקידיו לפי כלל זה.
