13. שמיעת הערר
(א)הועדה תשמע תחילה את טענות העורר ולאחר מכן את טענות המשיב.
(ב)הועדה רשאית, ככל שהדבר ייראה לה, להתיר לעורר להשיב לטענות המשיב.
