צו זה בא להוסיף ולא לגרוע מכוחו של כל דין אחר, לרבות כוחן של ערובות שניתנו או שיינתנו על ידי יצואן לפי צו יבוא (מתן התחייבות וערבות על ידי מבקשי רשיונות יבוא), תשי״ג–1953, או לפי צו עסקי חליפין (מתן ערובה), תשי״ד–1954.
