3. סמכות המפקח הכללי
המפקח הכללי יקבע את –
(1)השפות עבורן תשולם הענקה;
(2)סדרי הבחינות בשפות ופרטיהן;
(3)התנאים המוקדמים לקבלת ההענקה;
(4)שיעור דמי ההענקה.
