13. תקציב פיתוח
בכל שנה ולא יאוחר מיום 31 באוקטובר של השנה תגיש קופת חולים לאישור שרי הבריאות והאוצר לפי סעיף 32 לחוק, הצעת תקציב פיתוח לשנה שלאחריה, ערוכה במתכונת כמפורט בתוספת השניה, בצירוף דברי הסבר לתקציב הפיתוח, כמפורט בתוספת השלישית; תקציב הפיתוח ייערך על בסיס צבירה, ועל פי כללי חשבונאות מקובלים.
