16. הגבלת הדיון לנימוקים
בשמיעת הערר לא תיזקק הועדה לכל נימוק שלא הוזכר בכתב הערר או בתשובת המשיב, אלא אם היא משוכנעת שהנימוק נשמט שלא באשמת בעל הדין המבקש להיעזר בו או ששמיעת הנימוק דרושה למען הצדק.
