3. תקציב ההתאמות
(א)תקציב ההתאמות יהיה בשיעור של 0.7% מההוצאה הממשלתית המותרת;
(ב)השימוש בתקציב ההתאמות ייעשה לפי חוק זה, בלבד, בכפוף להוראות סעיף 4(ב) ובאישור ועדת הכספים של הכנסת.
