בתקופה שעד יום ז׳ בטבת התשס״ד (1 בינואר 2004), יחיד המבקש להעסיק עובד זר במתן טיפול סיעודי יהיה פטור מאגרת בקשה, ויחיד שניתן לו היתר להעסיק עובד זר במתן טיפול סיעודי יהיה פטור מתשלום אגרה שנתית בעד אשרה שניתנה לעובד זר בהסתמך על ההיתר.
