המבקש היתר לראשונה, יצרף לבקשה כתבי התקשרות על תנאי לשנת ההיתר המיועדת, שנעשו בינו לבין קבלנים מורשים לשיווק אגוזי אדמה, ושלפיהם יקבל מהם בשנה האמורה אגוזי אדמה לקילוף בכמות של 250 טון לפחות.
