1. הסמכת קבלנים מורשים
מי שהוסמך כקבלן מורשה לשנה כלשהי על־פי כללים אלה, והסמכתו לא בוטלה, והגיש למועצה במשך חודש יוני באותה שנה בקשה מתאימה בכתב להסמכתו, תסמיכו המועצה, בכפוף לסעיף 5, להיות קבלן מורשה באותה שנה.
