2ב. היתר לרשות מקומית בתוכנית הבראה
תיקון: תשס״ה, תשס״ז, תשס״ט, תשפ״ג
על אף האמור בתקנה 2, רשאי החשב הכללי או מי שהוא הסמיך לכך, לאשר לרשות מקומית בתוכנית הבראה להמחות זכות או חלק ממנה, לתקופה שלא תעלה על חמש עשרה שנים, אף אם לא התקיים האמור בפסקאות (2) ו־(3) שבה, ובלבד שההמחאה היא להבטחת אשראי שנועד למימון תוכנית הבראה.
