שיעור ההיטל על מים לצורכי בית, מלאכה, מסחר, שירותים ושירותים ציבוריים יהיה 42 אגורות למ״ק; עלה שיעור ההיטל יחד עם עלות המים על 90 אגורות למ״ק, ישולם היטל חלקי בלבד, בשיעור שיחד עם עלות המים לא יעלה על 90 אגורות למ״ק.
