1. המינהלה והרכבה
(א)המינהלה לענין סעיף 6 לחוק תפעל במסגרת חברה ממשלתית שהממשלה תקים למטרה זו (להלן – המינהלה) ובאמצעות הדירקטוריון שלה, מנהלה הכללי, עובדיה ומומחים שהיא תעסיק.
(ב)במינהלה יוקם צוות עבודה לכל תחום פעולה של משקם; בצוות יהיו עד שלושה עובדים, ובהם לפחות כלכלן אחד.
(ג)המינהלה תהיה רשאית להתקשר עם נותני שירותים שונים, ככל שיידרשו לביצוע עבודתה.
