אין ברשיון הקמה הניתן לפי תקנות אלה כדי להרשות לבעליו להפיק ולספק מים ממכון המים כל עוד לא קיבל תעודת רישום בהתאם לתקנות אלה ורשיון הפקה לפי סעיף 23 לחוק.
