13. מינוי על ידי סוכן מכס או בעל טובין
(א)היה ממנהו של המבקש סוכן מכס, תוגש הבקשה לגובה המכס שהוא קרוב ביותר למקום עסקו העיקרי לפעולות מכס של הממנה.
(ב)היה הממנה בעל טובין תוגש הבקשה לגובה המכס שהוא קרוב ביותר למשרדו הראשי של הממנה.
