1. הגדרות
בצו זה –
”רשות מקומית“ – עיריה, מועצה מקומית או מועצה אזורית למעט רשות מקומית שעליה חל צו מדידת מים (אספקת מים במדידה), תשי״ח–1958;
”צרכן“ – כל מי שמקבל או זכאי לקבל מים מרשות מקומית או ממי שמספק מים בשמה.
