15. תנאי לרישום ומתן תעודת כושר
לא תינתן ולא תחודש תעודת כושר לכלי שיט פרטי או לכלי טיס פרטי ולא יירשם שינוי בעלות בהם, ולכלי שיט פרטי לא יינתן אישור הפלגה, אלא אם כן הוכח כי שולם ההיטל בשלהם.
