22. אי־תחולת פטור מכוח דין אחר
(א)הוראת כל דין הפוטרת ממס, היטל או תשלום חובה אחר (להלן – מסים), לרבות הוראה הקובעת כי דינו של אדם, לענין מסים, כדין המדינה – לא תחול על היטל לפי חוק זה.
(ב)שר האוצר, באישור ועדת הכספים של הכנסת, רשאי לפטור מההיטל, כולו או חלקו, סוגי חייבים או סוגי נכסים.
