הנחה כדי סכום מס האקסייז ששולם על כהילים מפוגלים תנתן לו למפגל בעל רשיון אם הוכיח, להנחת דעתו של המנהל, כי הכהילים המפוגלים נמסרו לחילות צבא־הגנה לישראל [במקור: לחילות הוד מלכותו] או למוסדות של חילות הים, היבשה והאויר לשם תצרוכת ע״י חילות צבא־הגנה לישראל [במקור: חילות הוד מלכותו].
