13. סירוב ליתן כתב אישור
המנהל רשאי לסרב מתן כתב אישור או לבטל כתב אישור שניתן לגבי מפעל אשר אינו כולל את כל המדורים, החדרים, המיתקנים והציוד הדרושים למטרתו וייעודו בהתאם לתוספת החמישית והבנויים והעשויים מהחמרים האמורים בה.
