12. נימוקים שאין שומעים אותם
בשמיעת התביעה לא תיזקק הועדה לכל נימוק שלא הוזכר בתביעה או בתשובת הנתבע אלא אם כן היא משוכנעת, שההשמטה נגרמה שלא באשמת בעל הדין המבקש להיעזר באותו נימוק, או ששמיעת הנימוק הנוסף דרושה לשם מיצוי הצדק.
