11. הדיון מוגבל לנימוקים שבכתב
בשמיעת הערעור לא תיזקק הועדה לכל נימוק שלא הוזכר בהודעת הערעור או בתשובת המשיב, אלא אם כן היא משוכנעת, שההשמטה נגרמה שלא באשמת בעל הדין המבקש להיעזר באותו נימוק, או ששמיעת הנימוק הנוסף דרושה לשם מיצוי הצדק.
