11. כינון ישיבה שלא מן המנין על ידי חברי המועצה
לא כינס יושב ראש המועצה ישיבה של המועצה תוך 14 יום מיום הגשת הדרישה כאמור בסעיף 10, רשאים חברי המועצה שחתמו על הדרישה, או אם הדרישה חתומה ביד ראש רשות מקומית – אחד מנציגיה של אותה רשות מקומית, לכנס ישיבה של המועצה לדון בסדר היום הנדרש; יושב ראש הישיבה יהיה חבר המועצה שייבחר לכך על ידי המועצה.
