8. ישיבה ראשונה
מועצה ראשונה תכונס לישיבתה הראשונה על ידי השר, או מי שהוסמך על ידיו לצורך סעיף זה, לא יאוחר מ־14 יום מיום שמונו רוב חבריה, והוא יהיה היושב ראש בה עד שייבחר יושב ראש המועצה.
