20. אמצעי תקשורת חליפיים
ספק מים או ספק מים בחירום ייערכו מראש לשימוש באמצעי תקשורת חליפיים שיאפשרו, בעת אירוע פגיעה במים שבו נפגעו תשתיות התקשורת הרגילות, תקשורת בין בעלי התפקידים בספק מים או בספק מים בחירום וביניהם לבין הרשות הממשלתית.
