ראה מנהל הרשות הממשלתית כי הדבר דרוש לשם טיפול באירוע פגיעה במים, רשאי הוא להוציא ליצרן בקבוקי שתייה צו המורה לו, בשים לב ליכולתו, לספק בקבוקי מים לספק מים ולספק מים בחירום.
