13. עובדים
(א)ההנהלה תמנה ותעסיק עובדים בתפקידי מנהל הרשות וחשב הרשות ובתפקידים נוספים שתקבע.
(ב)ההנהלה תקבע את תנאי עבודתם של עובדי הרשות.
