13. העדר מישיבות המועצה
חבר מועצה שנעדר מישיבות המועצה שלושה חדשים רצופים או שנעדר משלוש ישיבות רצופות אם היו בשלושה חדשים פחות משלוש ישיבות – יחדל להיות חבר מועצה, מלבד אם נעדר בגלל מחלה, או שירות בצבא־הגנה לישראל או ברשות המועצה.
