39. בירור חילוקי דעות
נתגלעו חילוקי דעות בין הרשויות המקומיות, כולן או מקצתן, ובין האיגוד, או בין הרשויות המקומיות בינן לבין עצמן בעניני האיגוד, רשאים יושב ראש המועצה או כל רשות מקומית להביא את חילוקי הדעות לפני השר והשר או מי שיתמנה על ידיו לכך יכריע בהן. הכרעה זו תהא סופית.
