5. סמכויות האיגוד
לשם ביצוע תפקידיו יהיו לאיגוד כל הסמכויות הנתונות לרשות מקומית על פי כל חיקוק, ולצורך זה בכל מקום בחיקוק שמדובר בו ב”עיריה“, ב”מועצה מקומית“ או ב”רשות מקומית“ יראו כאילו מדובר בו ב”איגוד“ ובכל מקום בחיקוק שמדובר בו ב”ראש עיריה“, ב”ראש מועצה מקומית“ או ב”ראש רשות מקומית“, יראו כאילו מדובר בו ב”יושב ראש המועצה“ והוא כשאין הוראה אחרת בצו זה.
