18. מילוי מקומות פנויים
חדל חבר מועצה לכהן, תבחר הרשות המקומית שבחרה בו חבר אחר במקומו, ואם תוך ששים יום לאחר שחדל חבר לכהן לא בחרה אחר במקומו, תודיע על כך המועצה לשר והוא יתרה ברשות המקומית; לא שעתה הרשות המקומית להתראה, רשאי השר למנות חבר חדש מבין חברי מועצתה, או עובדיה, של אותה רשות מקומית, ואם אותו אדם אינו מסכים למינוי, רשאי השר למנות חבר חדש מבין בעלי הזכות להיבחר כחבר מועצה של אותה רשות מקומית.
