5. סמכויות האיגוד
לשם ביצוע תפקידיו יהיו לאיגוד כל הסמכויות הנתונות לרשות מקומית על פי כל חיקוק והוא כשאין הוראה אחרת בצו זה. לצורך זה כל מקום בחיקוק שהמדובר בו ב”מועצה מקומית“ או ב”רשות מקומית“, יראו כאילו מדובר ב”איגוד“, וכל מקום בחיקוק שמדובר בו ב”ראש מועצה מקומית“ או ב”ראש רשות מקומית“ יראו כאילו מדובר ב”יושב ראש המועצה“.
