5. סמכויות
לשם ביצוע תפקידו יהיו לאיגוד כל הסמכויות הנתונות לרשות מקומית על פי כל חיקוק, ולצורך זה כל מקום בחיקוק שמדובר בו ב”עיריה“, ב”מועצה מקומית“ או ב”רשות מקומית“ יראו כאילו מדובר ב”איגוד“, וכל מקום בחיקוק שהמדובר בו ב”ראש עיריה“, או ב”ראש מועצה מקומית“ או ב”ראש רשות מקומית“ יראו כאילו מדובר ב”יושב ראש המועצה“, והוא כשאין הוראה אחרת בצו זה.
