11. ישיבה שלא מן המנין על ידי חברי המועצה
לא כינס יושב ראש המועצה ישיבת המועצה תוך ארבעה עשר יום מיום שהוגשה דרישה כאמור, רשאים חברי המועצה שחתמו על הדרישה לכנס ישיבת מועצה ולדון בסדר היום הנדרש; בישיבה שכונסה כאמור ישב ראש חבר המועצה שחתם ראשון על הדרישה, ואם נעדר – מי שייבחר לכך על ידי המועצה.
