49. התחייבות האיגוד
חוזה, כתב התחייבות או תעודה אחרת לא יחייבו את האיגוד –
(1)כשיש בהם התחייבות כספית מטעם האיגוד, אלא אם נחתמו בידי יושב ראש המועצה וגזבר האיגוד;
(2)כשאין בהם התחייבות כספית כאמור, אלא אם נחתמו בידי יושב ראש המועצה ומזכיר האיגוד.
