8. ישיבה ראשונה
המועצה תכונס לישיבתה הראשונה על ידי השר, או על ידי מי שהוא הסמיך לענין סעיף זה, לא יאוחר מ־14 יום לאחר שמונו רוב חבריה, והוא ישמש יושב ראש בה עד שייבחר יושב ראש המועצה.
