18. מילוי מקומות פנויים
חדל חבר מועצה מלכהן, תמנה הרשות המקומית שמינתה אותו חבר אחר במקומו; לא מינתה הרשות המקומית חבר אחר תוך שלושים יום מיום שבו חדל חבר מלכהן תודיע על כך המועצה לשר והשר יתרה ברשות המקומית; לא שעתה הרשות המקומית להתראה, רשאי השר למנות חבר חדש, של אותה רשות מקומית; ואם אותו אדם אינו מסכים למינוי, רשאי השר למנות חבר חדש מבין בעלי זכות להיבחר כחבר מועצה של אותה רשות מקומית.
