5. סמכויות האיגוד
לשם ביצוע תפקידו יהיו לאיגוד כל הסמכויות הנתונות לרשות מקומית על פי כל חיקוק ולצורך זה כל מקום בחיקוק שמדובר בו ב”עיריה“ או ב”רשות מקומית“, יראו כאילו מדובר ב”איגוד“, וכל מקום בחיקוק שהמדובר בו ב”ראש עיריה“, או ב”ראש רשות מקומית“, יראו כאילו מדובר ב”יושב ראש המועצה“; והוא כשאין הוראה אחרת בצו זה.
