האיגוד רשאי לטפל במסגרת סמכויותיו בחלק מהרשויות המקומיות החברות באיגוד, בהתאם להחלטת המועצה, גם בנושאים נוספים הקשורים לאיכות הסביבה בכפוף לקבלת הסכמתן של הרשויות המקומיות שבתחומן נעשות הפעולות.
