Section 2ד of צו איגוד ערים לחינוך על יסודי (גדרה, גדרות ומזכרת־בתיה), התשמ״ז–1986, הרכב המועצה.
2ד. הרכב המועצה
(א)המועצה תהיה מורכבת מנציגי הרשויות המקומיות המאוגדים באיגוד, שמספרם הוא כמפורט בתוספת.
(ב)כל רשות מקומית תמנה, תוך 6 חדשים לאחר שנבחרה, את נציגיה במועצה מבין חברי מועצתה היא או מבין עובדיה במספר הנקוב בתוספת בטור ב׳ לצד שמה. בכפוף לאמור בסעיפים 11, 12, 13 ו־14 לצו הוראות אחידות, תקופת כהונתו של חבר מועצה תהא כתקופת כהונתה של המועצה.
(ג)לכל רשות מקומית אשר תצטרף בעתיד לאיגוד ימונו למועצה שני נציגים.
