1ג. סמכויות האיגוד
לשם ביצוע תפקידיו יהיו לאיגוד כל הסמכויות הניתנות לרשות מקומית על פי כל חיקוק. לצורך זה כל מקום בחיקוק שמדובר בו ב”מועצה מקומית“ או ”רשות מקומית“ או ”עיריה“ יראו כאילו מדובר בו ב”איגוד“, וכל מקום בחיקוק שמדובר בו ב”ראש מועצה מקומית“ או ”ראש רשות מקומית“ או ”ראש עיריה“ יראו כאילו מדובר ביושב ראש המועצה, והוא כשאין הוראה אחרת בצו הוראות אחידות.
