ראש רשות מקומית שמונה מתוקף תפקידו זה לשמש חבר מועצה, יחדל מכהונתו כחבר מועצה בעת שחדל להיות ראש רשות מקומית כאמור; הבא במקומו כראש הרשות המקומית לפי הדין, הוא אשר יבוא במקומו כחבר מועצה.
