1ד. סמכויות האיגוד
לצורך מילוי תפקידיו יהיו לאיגוד כל הסמכויות הנתונות לרשות מקומית לפי כל חיקוק ולצורך זה, כל מקום בחיקוק שמדובר בו ב”עיריה“ או ב”רשות מקומית“, יראו כאילו מדובר ב”איגוד“ וכל מקום בחיקוק שמדובר בו ב”ראש עיריה“ או ב”ראש רשות מקומית“, יראו כאילו מדובר ב”יושב ראש המועצה“ והוא כשאין הוראה אחרת בצו זה.
