30. בחירת ועדות והרכבן
המועצה רשאית לבחור – מבין חבריה, מבין עובדי האיגוד או מבין אנשים מתאימים אחרים – ועדות קבועות או ארעיות שתפקידן לטפל בענינים או במקרים מסוימים, ככל שתטיל עליהן המועצה, ובלבד –
(1)שלפחות מחצית מחברי הועדה יהיו חברי המועצה;
(2)מחצית מחברי המועצה שיהיו חברים בועדה, יהיו מכל אחת מהרשויות המקומיות.
