המועצה תנהל חשבון מדויק של כל הכספים המתקבלים והמוצאים בידי האיגוד או בשמו באופן שתחליט עליו המועצה זולת אם הורה השר על דרך אחרת; חשבון כאמור יהיה פתוח לעיון חברי המועצה.
