”האיגוד“ – איגוד ערים המוקם לפי צו זה;
”המועצה“ – מועצת האיגוד;
”רשות מקומית“ – רשות מקומית ששמה נקוב בתוספת;
”השר“ – שר הפנים;
”הממונה“ – הממונה על המחוז.
