24. סמכויות השר
נראה לשר שהמועצה אינה ממלאת תפקיד שהוטל עליה על פי דין יוכל לצוות על המועצה למלא אותו תפקיד בתוך מועד שנקבע בצו; לא מילאה המועצה אחרי הצו במועד שנקבע, יוכל השר למנות אדם מתאים שימלא אותו תפקיד ולקבוע לו שכר שישולם מקופת האיגוד.
