13. פסילת הצעות
(א)הצעה שהוגשה שלא בהתאם לחוק, לכללים אלה או לדרישות שנקבעו בתנאי המכרז, רשאית הועדה, על פי שיקול דעתה הבלעדי, לפסול אותה ולא לדון בה כלל.
(ב)הועדה רשאית שלא לפסול הצעה אם ראתה כי בהצעה נפלו פגם או טעות שאינם פוגעים בעקרונות השוויון והתחרות ההוגנת שבין המציעים.
