3. הגבלת זמן
לא תוטל חובה על פי תקנות אלה ליותר מאשר לארבע שעות ביממה, אולם אם היה מפקד הגא מחוזי סבור כי צרכים מידיים של ההתגוננות האזרחית מחייבים זאת, רשאי הוא, באישור ראש הגא, להורות בצו כי החובה כאמור תוטל ליותר מאשר לארבע שעות.
