3. היתר
(א)על אף האמור בתקנה 2, רשאי המנהל לתת היתר ליצרן להחזיק אנדרין, אלדרין ודיאלדרין, ובמקרים מיוחדים – להפעלת גרעינים המכילים אנדרין.
(ב)היתר הוא אישי.
(ג)המנהל יציין בהיתר את מקום ההחזקה, כמות המלאי, הכמות שבה מותר להשתמש והמטרות, המקום והזמן לשימוש.
